The National Fund for the Defence of Individual Freedom (Fondo Nacional para la Defensa de la Libertad Personal, FONDELIBERTAD), is the responsible for the management of economic resources to fight against the crimes of personal freedom and the management of statistics of kidnapping and extortion to national level, and has carried out a study that quantifies the real situation of the victims of kidnapping in Colombia to April 15, 2009. 

In accordance with this objective we have developed methodologies that looked for the verification of data, including all the information concerning to the reality and situation in which is found each victim reported as kidnapped, this information is given by specialized anti-kidnapping groups (Military Forces, National Police, Prosecutor General's Office, Administrative Department of Security (DAS) and the Technical Body of Investigation (CTI).

For such reason, the director of Fondelibertad undertook a process that had as main goal to bring to light the real face of each people registered as victims in the database. From those cases we have implemented a new verification system that seek besides clarifying the figure of captives in Colombia, to know through a monitoring and permanent observation, the situation of these people and their family environment.

This document, summarizes the research and the process, that shows to the public opinion a real look of kidnapping as a crime and as a social phenomenon that makes us approach to the victims, and offers a greater knowledge to continue working for the defense of the personal freedom. 

What is fondelibertad? 

The National Fund for the Defence of Individual Freedom It is a Government branch of the Colombian Ministry of Defence that complies with the old Presidential Program for the Defense of the Personal Freedom.
 – Fondelibertad is the responsible for the management of economic resources that the Colombian Government assigns to the Groups of Unified Action for the Personal Freedom (GAULA) in its permanent fight against Kidnapping, the extortion and other crimes that attempted against the personal freedom and works with the national directions of the Military Forces, the National Police, the CTI, the DAS and the Prosecutor General's Office. 

• Fondelibertad promotes the development of programs for integrated assistance to victims.  –
• Fondelibertad coordinates the National Center of Data (Centro Nacional de datos) that is the official instance of registration and consolidation of information about kidnapping and extortion cases reported by the different offices that fight against those crimes.
